Organization: The Office of Systemic Investigations (OSI) handles all complex Fair Lending complaints filed with the Department of Housing and Urban Development (HUD). Among other duties, OSI is responsible for regulating Fannie Mae, Freddie Mac, and the Federal Housing Administration (FHA) for compliance with the Fair Housing Act. OSI works closely with the Department of Justice, the Consumer Financial Protection Bureau, the Office of the Comptroller of the Currency (Dept of Treasury), the Federal Deposit Insurance Corp., and other regulatory and enforcement agencies.
Position Description: Interns will be exposed to the analysis and investigation of Fair Lending claims from a regulatory and an enforcement (read: litigation) perspective. This internship is largely focused on the analysis component and may involve any one of the following mathematical approaches:
- Logistic regression analysis of mortgage application and origination data
- Financial engineering to calculate damages and remedies
- Geographic mapping (ArcGIS) to identify disparities in housing, community development, zoning, lending, and municipal services in majority-minority census tracts.
- Data science / machine learning to parse grants applications (getting started).
If interested, interns may also handle aspects of investigation involving substantive legal analysis, including guidance memoranda, document requests, all manner of administrative pleadings and other important tasks that will provide exposure to the broad spectrum of fair lending enforcement and regulatory issues OSI handles for HUD.
Eligibility: Ideal candidates possess (1) an interest in any ONE of housing finance, fair housing and lending, or civil rights AND (2) significant familiarity with the use of AT LEAST ONE statistical, programming, or mapping language including SPSS, STATA, SAS, R, Python, ArcGIS, etc. The position contemplates 16-40 hours per week, days and times are flexible. The internship is unpaid and U.S. citizenship is required. Interns may be eligible for a transit subsidy through HUD.
