Student Budget Trainee, Office of Management and Budget (OMB)

The Health Division (HD) of the Office of Management and Budget (OMB) seeks applicants qualified to perform as student health budget specialists, in support of the President, the Director of OMB, and other OMB officials. As one of five centers of subject-matter expertise within OMB, the Health Division is responsible for Medicare, Medicaid, private health market reforms, and a wide variety of public health and health research programs that are mainly operated under the Department of Health and Human Services (HHS). The Health Division currently manages more than one-fourth of the Federal budget. The Health Division engages in analysis, planning, and policy formulation to improve programmatic quality, efficiency, and financial management, with responsibilities divided among five branches.

The ideal candidate would be someone with a background or an interest in public policy or health care. Students studying public administration, public policy, and/or public health are particularly encouraged to apply. Strong organizational skills, communication (oral and written) skills, analytical ability, and dependability are a must.

Responsibilities include but are not limited to:
  • Track congressional action related to appropriations and health policy, take notes and identify statements or amendments that run counter to administration priorities.
  • Review and analyze agency budget submissions, legislation, Congressional testimony, strategic management documents, and other information related to assigned areas.
  • Assist in the drafting of policy papers, performance goals, and financial analyses.
  • Coordinate the development and review of Budget materials.
