Dexis is seeking a Project Associate to be part of our Monitoring and Evaluation (M&E) team supporting the Bureau of International Narcotics and Law Enforcement Affairs (INL) Office of Western Hemisphere Programs (INL/WHP) at the Department of State (DOS). Under the current task order Dexis works to develop M&E policies and procedures, including performance measures and an M&E data management system, using both domestic staff based in Washington, D.C. and M&E Specialists at Embassy Posts throughout Latin America and the Caribbean. The work location for this position will be in Washington, DC. This is a full-time position that will:
Responsibilities
- Provide operations assistance to project staff, and backstop country and DC-based programs
- Assist in contract compliance and tracking financials, including budget and expenses.
- Review expense reports and subcontractor invoices.
- Recruit project staff and consultants, write scopes of work, and engage directly with consultants.
- Research new business development opportunities in capture efforts.
- Provide direct support to live business development opportunities, writing past performance sections, staffing and workplans.
- Manage small proposal efforts including liaising with potential staff and partners
- Liaise with payroll providers in Latin America and the Caribbean
- When requested, conduct literature and desk reviews for evaluations, support development of data collection instruments and provide technical support to field teams.
Minimum Requirements:
- One (1) year of experience working in an international development environment.
- Understanding of USG procurement and compliance regulations.
- Skills in budget development and financial tracking using Microsoft Excel.
- Bachelor’s degree in a social science, international development, public policy or related field.
- Proficiency in Spanish.
- Ability to travel overseas, when requested
- Knowledge of Salesforce and GovWin is a plus.
- Ability to obtain a security clearance.
- Experience in grant writing and proposal development.
