Description:       

Actuarial Research Corporation is a small, well-established, privately held consulting firm that performs a blend of innovative actuarial and health care economic analysis. The company is involved in the review and analysis of health care policy and reform initiatives, managed care, and long term care. Our principal clients are federal government agencies, but we also serve a variety of private-sector and international organizations. As our name suggests, ARC staff possess considerable expertise in actuarial science, especially as it relates to public programs; however, we also have a large portfolio of business related to health policy analysis more generally, and staff with experience and expertise in these areas. We are seeking entry to mid-level junior analysts to work on projects related to U.S. health care financing and related topics. Work is driven by the needs of our clients; typically, we do not perform original research.

Preference will be given to candidates with work experience, but ARC also has a tradition of hiring new graduates. Most of the work will be conducted from our Columbia Maryland office; most travel is local in nature. Our model is to form small, ad-hoc teams to work on specific projects; team composition and roles can fluctuate with overall company workloads.

DUTIES AND RESPONSIBILITIES

Typically, under the supervision of a senior analyst, the analyst will serve as a junior member of project teams working under direct contract or subcontract to the Centers for Medicare & Medicaid Services to implement, monitor, review or evaluate Medicare and Medicaid demonstrations, innovations, or other projects. The analyst will also serve as a junior member of teams working for other government or private clients on projects related to United States health care financing. Teams typically are small, ranging from two to five people with a range of skills and experience; teams are assembled ad hoc to address project needs, and membership can fluctuate with overall company workloads.

The junior analyst will be introduced to many facets of actuarial science and health economics, with a strong emphasis on the analysis of health care policy and cost issues. One aspect of the work will involve the manipulation and analysis of large healthcare datasets. Time will be spent programming in the SAS environment and Visual Basic.

POSITION REQUIREMENTS
The candidate must be authorized to work in the United States. The following knowledge and skills are critical:
* A relevant degree in mathematics, statistics, economics, or related field
* Knowledge of probability, statistics, and data analysis at the bachelor’s level or higher
* Working knowledge of methods to analyze quantitative data
* Skill in use of Microsoft Office, especially Excel, Word, and Powerpoint
* Ability to document methods and findings for both technical and nontechnical audiences
* Strong organizational skills

In addition, we consider the following knowledge and skills to be valuable:

* Familiarity with Medicare and/or Medicaid program eligibility, benefits, and reimbursement
* Familiarity with the United States health care system
* Knowledge of or experience in qualitative methods of analysis
* Programming skills, particularly with SAS or another statistical package such as SPSS or Stata
* Ability to work as part of a project team

The program is available to graduating seniors who are ready to enter the business world and eager to continue learning in a well-defined, hands-on program.

About the program
AFP is a challenging rotational program that immerses you in all the financial operations of a mutual fund company. The four rotations that you'll complete are:
•Corporate Financial Services, which prepares Vanguard's financial statements and provides analytical support for business decision-making. Assignments could include business planning for departments and divisions, financial modeling for projects and corporate initiatives, and reporting corporate financial performance.
•Fund Financial Services, which provides the middle-office, back-office, and information management support for all of Vanguard's investment products. Assignments could include trade support, corporate actions, proxies, and pricing functions for Vanguard's family of funds.
•Internal Audit, which seeks to safeguard the company by working with clients to manage business risk. Assignments could include SAS 70 auditing, risk-based audits, and risk control consulting with departments and divisions.
•Other business-unit assignment, which offers you experience working with Vanguard clients and the opportunity to gain a broader perspective of Vanguard's core business.

Program support
To help ensure your success, the program begins with several weeks of intensive training on the financial industry and Vanguard's investment philosophy, products, and services. During each assignment, you and your classmates will work closely with Financial Division professionals who are committed to your growth and success. And between rotations you'll receive ongoing training at Vanguard University®, our award-winning on-site educational facility.

The ideal candidate is a graduating college senior who possesses:
•A bachelor's degree is required. Majors in finance, accounting, economics, mathematics, engineering, quant, or statistics are preferred.
•Preferred cumulative GPA of 3.2 or higher.
•Effective communication, analytical, leadership, and problem-solving skills.
•Professional demeanor with clients, colleagues, and management.
•Ability to work well independently and as a part of a team.
