Department of Homeland Security - Contract Specialist

Description

Major Duties:
  • Reviews requisitions to determine that proper specifications/purchase descriptions are included in solicitation documents.
  • Evaluates bids or proposals for compliance with specifications/purchase descriptions and applicable clauses.
  • Administers previously negotiate and formally advertised contracts.
  • Participates with higher level specialists in procurement using formal advertisement.
  • Participates as a team member on an Acquisition Management Review Team or equivalent assignment.
Qualifications
 
To qualify at the GS-07 level, you must possess one of the following:

 A. A bachelor's degree in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management, AND I meet one of the following superior academic achievement provisions: a) A grade point average of B (a GPA of 3.0 or higher) for all completed undergraduate courses, or those completed in the last 2 full years of undergraduate study; or b) A grade point average of B+ (a GPA of 3.5 or higher) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study; or c) Rank in the upper one-third of your class in the college, university, or major subdivision; or d) Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies and/or Baird's Manual of American College Fraternities. NOTE: If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an honor society.

 B. One full year of graduate level study, or I possess a master's or higher degree, e.g., LL.B., J.D., LL.M., Ph.D., etc. My field of study for at least one year of my postgraduate education was in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. An academic year of graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 academic year of full-time study. This determination is made based on normal course loads for a full year of study in the graduate program. If that information cannot be obtained from the school, 18 semester hours or 27 quarter hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

 C. In addition to completing at least four years course of study leading to a bachelor’s degree or at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management AND have at least one year of specialized experience equivalent to the GS-5 grade level in the federal service performing work of the type listed in the following examples: developing, preparing, and presenting terms and conditions in bids or proposals related to the award of contracts; or negotiating and awarding contracts, contract modifications, and subcontracts; or in legal practice involving the analysis of procurement policies and procedures; or administering the terms and conditions of contracts, including such aspects as preparing contract modifications, evaluation of performance under the contract, and contract termination; or analyzing proposed prices or costs, including such aspects as evaluating technical and audit reports, forecasting price trends, evaluating economic factors, estimating production efficiencies, and evaluating methods of allocating costs through various types of overhead and general administrative expense.

 D. Have less than the full amount of graduate education described in "B" and less than the amount of specialized experience described in "C," but I have a combination of the type of graduate education described in "B" and the type of experience described in "C," that when prorated, combine to meet the qualification requirements for this position. Experience and education should be computed as percentages of the overall requirements and must equal 100 percent when combined.

 Education: For any college courses, graduate work, research, thesis or other non-descript courses listed on your transcript (such as "Independent Research"), please indicate through your resume or attachment memorandum from an academic professor how each course fulfills the specific education requirement, i.e., state number of semester hours credited, topic of study, grade earned.

 NOTE: Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement). All education claimed by applicants will be verified by the appointing agency accordingly.

 Special Instructions For Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. If you are using foreign or non-accredited education to meet the basic requirement, you should include an evaluation that provides the number of semester hours completed/credited per course and/or copies of all transcripts.

 Background Investigation: To ensure the accomplishment of its mission, the Department of Homeland Security (DHS) requires each and every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully complete a background investigation for Top Secret/SCI or Suitability SECURITY LEVEL clearance as a condition of placement in this Special SENSITIVITY LEVEL position. This review includes financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.

New employees must serve a one year probationary period.
